The Story Behind Lady Rosemary

More than 30 years ago, Rosemary Parmar began her journey by simply helping people who needed support.

She started by providing in-home services to seniors across Northern California — sitting with them, assisting families, and becoming someone they could rely on. Over time, word spread. Families told other families. Social workers began calling. Hospitals reached out. What began as one woman helping where she could slowly grew into a trusted community presence.

Rosemary has always believed that housing is not just about shelter — it’s about dignity. It’s about having a safe place to rest, a steady routine, and knowing someone cares that you are okay.

Through the years, she built strong relationships with Adult Protective Services, Yolo County, Butte County, Enloe Medical Center, UC Davis Medical Center, and many local community partners. These relationships were not built through marketing — they were built through consistency, accountability, and compassion.

Today, Lady Rosemary Senior Care has evolved into two residential housing locations serving Sacramento and Woodland. Each home reflects Rosemary’s lifelong commitment to providing stable, respectful environments for individuals in need of affordable housing.

As a Black woman-owned and operated business, LRSC represents resilience, strength, and service rooted in community.

At the heart of it all is Rosemary — a woman who believes that when people are treated with respect and given a safe place to live, their lives can stabilize and grow.

This is more than housing.
